    In late 1981, the Maternal and Child Health Department of the Ministry of Public Health of Cuba developed a program for the « Diagnosis and Prevention of Genetic diseases » whose objectives are to screen for sickle cell disease (SCD) and other congenital metabolic disorders; to conduct maternal serum alpha1-fetoprotein determination; to carry out prenatal cytogenetic diagnosis in pregnant women; and to integrate genetic counseling services with the primary care level.

    At that time, only four of the country's 14 provinces had clinical genetic services.

    The activities carried out to ensure coverage of the entire population included the organization of clinical genetics departments in all the provinces, and the establishment of seven regional cytogenetics laboratories and two central laboratories.
