The adoption of Primary Health Care in developing countries brought a new interest in the influence of cultural factors in community health programs.
This paper traces the changes in the way that the role of culture has been analyzed in relation to community health issues and in particular with respect to « community participation ».
A look at recent perspectives shows that the fate of community health programs has come to be seen as relying more on structural factors in health care systems than on cultural factors within local communities.
