It is now universally recognized that there is no such thing as perfect safety - any activity (or even inactivity) carries with it some risk to people and the things they value.
Equally, activity must go on if people and society are to prosper.
So, we are faced with the need to live with, and thus to manage risk.
This paper explores some basic ideas on how to manage risk, drawing on developments in thinking in the Health and Safety Executive (HSE) and elsewhere in the last couple of decades.
