If an accident at a nuclear facility escalates to an emergency, the emergency technical advisory body (ETAB) is required to provide technical advice to the national and local governments for emergency response.
For the ETAB to carry out its role, a large amount of information on Japanese nuclear power plants and off-site areas near these plants is needed.
To support the ETAB's activities in an emergency, this information has been entered into databases for effective and quick use.
An expert system employing the multivariate analysis method has been developed to predict quickly the accident progression and fission product release to the environment.
A simulation system for public evacuation also has been developed to predict quickly the reduction in radiation exposure as a result of evacuation.
The databases, the expert system, and the simulation system have been unified to form COSTA.
