Guidelines for legislation affecting the development of human resources for health.
The background paper was discussed in the consultative meeting.
Reflecting the comments, suggestions and country papers collected, Professor Remer revised the background paper into the form of guidelines which have the following objectives. - 1) to provide tools for reviewing and analysing existing HRH legislation, 2) to provide general approaches to improve HRH legislation, 3) to provide a detailed framework of analysis of HRH legislation in five major domains of the development of HRH, namely : planning, education, practice, management and research and development.
It was designed that either the whole or a part of the guidelines could be utilized, and for this purpose eight checklists were included.
